A new Bill, a copy of which is attached, has now been prepared, and has been approved by the Executive Council for intro- duction into Legislative Council.

Before the Bill is read a First Time, however, I consider it advisable, in view of the substantial re-drafting which has occurred, to consult you again. I should be grateful
if you would consider the draft Bill which is enclosed and, in view of the length of time which this matter has already occupied, forward by telegraph any comments which you desire to make.
